The Nevada Legislative Commission on Monday adopted new records regulations, and with them a new manual for how state agencies are to handle requests for public records.
The regulations are a result of amendments to the state statute, NRS 239, adopted by the Legislature in 2013. The law sets out the procedure, the regulations give more specificity to the process and the manual gives guidelines for how state agencies deal with some of the issues — like charging for ‘extraordinary use’ of resources.
Keep in mind that the regulations and the manual apply to state agencies — not necessarily to local governments.
