Notice requirements for Nevada counties and municipalities

COUNTY GOVERNMENT

244.085 — Notice of a change in a County Commission meeting under certain circumstances, such as a meeting outside the county seat, change of the meeting place or time or a meeting with another governmental agency.  The notice for all three circumstances are to be printed once a week for three consecutive weeks in a general circulation newspaper published in the county.   However, a notice of a meeting to be held outside the county seat may be printed one week in two or more general circulation newspapers published in the county.

public notice copy244.100–Notice of a proposed or revised county ordinance. The notice must include the ordinance title, a summary of the ordinance and the date of a public hearing on the ordinance. Must be published once in a newspaper published in the county at least 10 days before the hearing. After approval, the ordinance must be published by title only, together with the names of the county commissioners voting for or against passage, in a county newspaper at least once a week for a period of 2 weeks prior to it going into effect.

244.225–Publication of county government’s quarterly financial statement. Statement shows a summary of receipts and expenditures during the 3 previous months and the accounts allowed. Must be published five times in a newspaper published in the county. (According to an attorney general’s opinion, this statute must be read together with NRS 354.210, which calls for the publication of bills or accounts. This is separate from the quarterly budget report required by NRS 354.615.) Detailed lists of bills and expenditures must be published on the county’s web site.

244.281–Notice of the County Commission’s intention to sell–through a real estate agent– real property or exchange real property owned by the county. Notice must be published once a week for 3 weeks in a newspaper.

244.282–Notice of the sale of real property owned by the county at public auction. The notice must be published in a newspaper not less than once a week for 2 successive weeks before the meeting in which sealed bids to buy the property are opened.

244.283–Notice of the lease of real property owned by the county. The notice must be published in a newspaper not less than once a week for 2 successive weeks before the meeting in which sealed bids to lease the property are opened.

244.288–Notice of the development of an industrial park by the county. The notice must be published in a newspaper printed in the county at least once.

244.290–Notice of hearing to reconvey, sell or exchange land donated, dedicated or condemned for public purposes.   The notice must be published in a newspaper printed in the county at least once.

244.3501–Notice of an ordinance approved by the county liquor board. The notice must contain the title of the ordinance, the names of board member voting for or against the ordinance and a statement that copies of the ordinance are available for inspection. It must be published at least once a week for a period of 2 weeks before the ordinance goes into effect.

244.360–Notice of a county hearing on a complaint alleging the existence of a nuisance. The notice must be published in a newspaper at least once a week for 2 weeks preceding the hearing.

244A.599–Notice of a resolution calling for the creation of a county fair and recreation board.  The notice must be printed once in a general circulation newspaper published in the county.

245.200–Publication of an elected county officer’s application for leave of absence. Application must be published at lest 1 month prior to the granting of any leave. Applicant shall pay for publication.

CITIES AND TOWNS

257.010–Publication of the division of a county into townships. Must be published at least once within 10 days after adoption.

265.110–Publication of petition to disincorporate a city or town. Must be published once.

266.027–Notice of a public hearing by the County Commission on the creation of an incorporated city.  Notice of the hearing, including a copy of the petition without signatures, must be published at least 7 days before the hearing.

266.033–Notice of the results of an election on whether to incorporate a city.  The notice must be printed once in a general circulation newspaper published in the county.

266.036–Notice of an election of officers of a newly created incorporated city. Notice must be published once a week for 3 consecutive weeks.

266.115–Notice of proposed city ordinance and notice of ordinance after its adoption. Notice of the proposed ordinance (summary) must be published once at least 10 days before the adoption of the ordinance. After the ordinance is adopted, a notice summarizing the ordinance must be published once.

266.290–Notice of an ordinance proposing the establishment of a municipal utility. Ordinance must be published in full at least once a week for 4 successive weeks.

266.795–Notice of court judgment disincorporating a city; clerk of district court shall have the notice published once a week for 4 consecutive weeks.

267.060–Publication of a proposed charter for a city commission form of government. Must be published once.

267.140–Notice of an item on the ballot that calls for the termination of a city commission form of government. Must be published once not less than 30 nor more than 60 days before the election.

268.012–Notice that copies of a recently adopted city code, such as a building or electrical code, are available to the public. Must be published once at least 10 days prior to the passage of the ordinance.

268.030–Publication of an incorporated city’s quarterly financial statement. The statement must show a summary of the receipts and disbursements. Must be published five times in a newspaper in the city; if no such newspaper exists, it must be published in a newspaper in the county.

268.048–Publication of a city’s intention to develop a city industrial park. Applies to a city in a county whose population is less than 15,000. Notice must be published once.

268.050–Notice of a public hearing on a city’s intention to reconvey, sell or exchange land donated, dedicated or condemned for public purposes. Must be published once.

269.155–Publication of town ordinances approved by the town board or County Commission. Most ordinances must be published in full at least once a week for 2 weeks before the ordinances take effect.

269.167— Publication of the town code (list of ordinances).   A notice that copies of the proposed code are available must be published at least one week before the final adoption of the ordinances.  A notice of the ordinance adopting the town code and the availability of copies must be published once a week for two weeks in a general circulation newspaper in the county.

269.200–Publication of a town ordinance prohibiting animals from running at large. Must be published before the ordinance takes effect, “for a period of at least 10 days.”
